Decide on metadata and project description information for SRA uploads from individual accounts to link back to lab projects.

To do this we can provide a couple pieces of information when we submit. 1) include the Putnam Lab lab website link as the university webpage when filling out user information and 2) Specify that libraries were prepared in the Putnam Lab in the description of SRA metadata files
