We should be able to message teams when their team's lunch shows up #850

  1. ability to track which team we communicated with and when
  2. ability to email the team with {boilerplate}
  3. ability to sitemessage/siteannounce the team with {boilerplate}
  4. ability to take {boilerplate} --> get the team's specific order and stick that it email.message or sitemessage.message
  5. ability to override {boilerplate} and customize a team's message?
  6. ability for a team to "OK GOT IT WE'RE COMING NOW" our sitemessage and have that reflect back to us so we're prepared? useful for non-lunch messages too
