Description

This ticket is for setting up Chakra UI Provider so that we can start importing and using their components.

Acceptance Criteria

Install Chakra UI with npm
Create a Providers.tsx Component in root of src, and wrap the ChakraUI Provider here
Wrap the Providers to the root layout.tsx
Create theme.ts (dump default code here)
