By specifying the size of the quota to be created, applications are able to load from and write to a region of that size. Once the quota is created, the region is reserved for the application; therefore the region will not be used for other applications even if it contains open space.
Currently, due to quota specifications, the maximum size for a single quota is 32 MB. This applies whether the quota is allocated in account-specific data or in shared data.
Nintendo is currently considering whether to relax this size restriction in the future. Contact Nintendo at support@noa.com if your application needs to save data that exceeds this size restriction.
One possible method to save data without a size restriction is to use an SD Card. However, this is not recommended since the SD Card is not suitable media for saving game data, as data stored on an SD Card can easily become corrupted. If you use the SD Card, see sections 2.9 Path When an SD Card is Used and 2.10 Access to SD Cards.

The only capacity restrictions that apply to SD Cards are the technical restrictions of the FAT file system format. For example, file sizes are restricted to a minimum of 1 byte and a maximum of 4 GB.
