Add 1.7.7 to versions of bug template #1110

With the newly released 1.7.7, users need to have the option to choose 1.7.7 in the drop down of the bug template.

Can we start pruning much older versions while we're at it? Maybe anything before 1.7.0 since we're not actively supporting those or back porting fixes

I also dropped the selection of unsupported Python versions.
