chore: create GitHub action to automatically perform PyPI and GH releases #186

As of 4/24/2023 at 3 pm pt:

The latest version of docformatter in PyPI is 1.6.3 made on 4/23/2023
The latest release of docformatter in GitHub is v1.6.2 made on 4/22/2023

Why are there two different versions? Can we better sync these up somehow?

@jamesbraza because I got sucked down the YouTube rat hole watching sawmill videos and forgot to do the GH release. But, yes, I plan to setup a GH action to do both releases. I changed the title of this issue to track that chore.

GitHub release for v1.6.3 is now available.
