Notes Shouldn't Be Added to Card #37

The notes section in the submission form states it "will only be seen by reviewers" but I concatenated it with the description when I create the card.

Need to review submission model to make sure there's a place for it, cause it should be accessible from the admin area... when we get to that.

We should also encourage including an outline in the original submission.
