As mentioned on the PyCon-PC mailing list, a reviewer can try to leave feedback for a speaker after the review period has ended. When submitting feedback, the reviewer receives a message that the review period is over.
scroll down to "Send a message". A textarea field is displayed, leading the reviewer to believe the talk can be reviewed. The reviewer mistakenly believes that they can send a message, so they spend time to do so, submit the form, and are then presented with the proposal tab (instead of the Speaker Feedback tab)
Reviewer clicks Speaker Feedback tab to reveal a message "The review period is now over."
Instead it should:
clearly state that the review period closed on <datetime with absolute UTC> at the top of the page. something more than just a message wrapped in <p>message</p> so it can be easily identified.
not display a form with the heading, textarea and submit button.
