Provides a way for Presenters to upload slides for their talk! Shows up in dashboard if speaker has a presentation.

We can determine how we present/deliver these to our captioner... @bcostlow can you help with direction for that?

I am working on code that will display download links for the captioners.

Do you want me to hang it on this branch, or keep it separate and do another PR? I'd prefer latter, as we can merge this and get speaker uploads started.

If we get downloads back out for captioners done by Thursday, we'll be good to go.
