Describe the solution you'd like If a specific amount of user react with a ⭐ emote on a message the message will be send into a starboard channel

• [ ] - amount of stars needed (configurable)
• [ ] - blacklisted roles (f.e. muted role) (configurable)
• [ ] - channel (configurable)
• [ ] - blacklisting for channels (configurable)
• [ ] - show amount of stars for a message
