Fxconfig improvements

• Add a new command that can create a new file from scratch
• The open command will now add the minimum required config keys if they're missing
• The open command will now default to the local config for the fixate package installed in the execution environment if no path is provided. This makes it much easier to find the right file without knowing the exact location & file name.
