Pin werkzeug<3 to enable freezing of the site #734

As suggested in https://github.com/Frozen-Flask/Frozen-Flask/issues/129#issuecomment-1748317230 this is a working workaround. Fixes #733

My local freeze went well after adding this constraint, let's see about the CI.

I need this fix to be able to build the site for #736 . I think it's okay to use this workaround and CI is green. Merging.
