The default value for offwind is 2. There used to be an explanation for this value in the config, i just found it in the git history:

I added the following limits:
offshore: 70GW onshore: 160GW solar: 400GW

ok with capacity_per_sqkm set to small values we do not have enough offshore potential in germany and run into infeasibilites i will leave it at 10 MW / km² and use the global constraint on wind capacity to limit expansion however this might indicate that the defaults for pypsa-eur are too low 🤔
interestingly high capacity per sqkm leads to more time spend in build_renewable_profiles

I set some reasonable limits for offshore potential. However the value of capacity_per_sqkm is likely too high in the config. Need to discuss what's a good assumption
Previous issue: Onshore maximum of 160 GW (maximum target of Wind-an-Land Gesetz) Offshore ?
Relatedly capacity_per_sqkm has to be corrected
