From Danish Energy Agency we currently use 1200 EUR-2020/kW for onshore in 2020 and 2000 EUR-2020/kW nearshore offshore (without network connection). REMIND has ~3600 EUR/kW for offshore in 2025 and ~1500 EUR/kW for onshore in 2025.
Fraunhofer ISE has a range 1300-1900 EUR-2024/kW for onshore in 2024:
In EUR-2020 this range is (using CPI) 1083-1583 EUR-2020/kW, average 1333 EUR-2020/kW. One solution would be to scale up the onshore costs from the DEA by factor 1333/1200 = 1.11. This is still quite far below REMIND, if REMIND costs are in EUR-2020, but closer to Fraunhofer ISE range.
