Cross border connection for Kernnetz

Problem is that the data for the Wasserstoff Kernnetz only includes pipes withing Germany. Those end at the borders. However that makes only sense if there is a pipeline coming from across the border.

Solution: project all border points which are 3 km away from the border into the neighboring country and connect them. Manually check in csvs if those pipes are for imports (if info is given).
