force synfuel imports to DE, deal with it in CO2 balance #33

Imported synfuels allow more to be emitted in DE, since the CO2 is assumed to be sustainably imported.

In reality the model does not distinguish right now whether synfuels are from EU or outside - this needs to be improved.

I need to think about this more, just putting it here for reference. Don't pull it.

Would it be possible to regionalize the oil buses, allow flows between them and add those to the constraints?

Yes, but this then adds lots of new variables, perhaps a separation DE versus non-DE would keep it from exploding.

This PR introduces separate DE and EU oil buses. We should use that for the CO2 limits https://github.com/PyPSA/pypsa-ariadne/pull/39
