Creating the scenarios.yaml file for the main scenarios in the ariadne project.

adding limits for the import of electricity, hydrogen and hydrogen derivates
adding minimum for the installed capacity of electrolysis in Germany
rule build_scenarios reads in the mobility share for land transport and navigation from the specified iiasa scenario

Open ToDos:

[ ] check_sector_ratios.py for checking if sectors reach goals as specified in the modelling protocol
[ ] specify the iiasa scenarios for the electricity and hydrogen focused scenario
[ ] adding the 4 other scenarios (already created names in config.yaml and scenarios.yaml
[ ] check if the targets for the mobility sector are used in the same run in build_scenarios.py
