adapt co2 targets to scenario #46

This PR dynamically adjust the co2 limits to the Scenario. The separate script for computing the emissions is removed. However, In the mid-term the scenario.yaml should not get re-written, see: https://github.com/PyPSA/pypsa-ariadne/issues/42
