218 : New network clustering option for REeDS Balancing Authority Shapes courtesy of (https://github.com/pandaanson/NYU-law-work) for cleaned REeDs shapes. These new shapes will likely be the default shapes moving forward because they enable us to import all the REeDS regional policy constraints like RPS standards, Emissions limits and Inteface transmission limits.
Adds Interface Transmission Limits from REeDS shapes, and a few manually mapped to BA shapes to aid with backcasting work in CAISO. REeDS ITLs are estimated using the NARIS nodal network and described in this paper: https://arxiv.org/abs/2308.03612
Fixes Misclassified CCGT, OCGT, oil, and coal plants: I have cleaned and prepared the inputs for powerplant data in this repositoy: https://github.com/ktehranchi/powerplants_usa . I plan on moving this into pypsa-usa at some point. As part of this work I added a few new fields to track fuel types and generator types as labeled in the EIA860 and ADS. I have added these to the plants dataframe in add_electricity as well as the generators table in add electricity. However we drop these after simplification and clustering since we cluster on carrier.
Updates Validation Plots: New regional validation plots which include modeled imports and exports.
