Closes #353 #332

Changes proposed in this Pull Request

Fixes backcasting plots for eastern and texas interconnection
Fixes #332 For modeling operational reserves in cases where there are not extendable generators
Updates memory allocations for SLURM for larger models based on interconnection
Makes initial updates for Atlite hydroprofile integration #55, but does not integrate into workflow
