312 Finishes integration of build_powerplants rule into the add_electricity workflow.
I integrate unit level heat rates and monthly fuel costs into the workflow. Using monthly data for fuel costs and heat rates, I assign z-score and IQR filtered Heat Rate and Marginal Cost values for all generators, then assign regional technology averages to all units where data is missing.
Within build_fuel_prices and add_electricity adds PuDL based monthly fuel cost to generators for which data exists
329 Fixes issues related to building backcasting plots for runs with the USA interconnect.
