Update CI/CD and support Python 3.10 + 3.11 #84

I know it's been a while @PyYoshi but this is here if you ever choose to come back to the project.

I included changes from #72 and #78, but I had to cease aarch64 support from changes in #72 because I was having issues. I'll probably fix support for that someday.

Okay, we support aarch64 now. Feel free to close #72 and #78, just remind me to update the README before merging.
