Make errors more user friendly.

as you see there is no specified file or path to the error, so the user will end up having to do guess work in order to find the problem.

Ensure all errors are clear and helpful, reporting the path to the file and the error
if it's the same file name the npc/projectile/item/skill that's missing or having the invalid path.

ensure debugging information only shows up if you enable debug in the config. (Tim has left behind some debugging inside custom npcs 2 and banking that should not show up in a release build)
