This has the basics, but it still needs an image upload facility and I should probably write some tests!

I think this is done, thanks @meatballs!

Before merging and deploying, I want to talk about how we publicise this. I think we should have a post on UK Python News that we can share via the usual mailing lists, and we should also email everybody who's already got a ticket. Is there anything else?

The email that goes out should cover both this and #98 (which has been merged, but not yet deployed) and both should point to http://2017.pyconuk.org/ukpa/ (which needs to be updated via https://github.com/PyconUK/2017.pyconuk.org/pull/25 before the email is sent).

I'll write the email and news item either tomorrow, or more likely, over the weekend, and we can send it out on Monday. How does that sound?
