Use start angle and end angle for dial drawing plus other customizations. #13

Let the dieal figure out nicks/degree and nics/value based on the start and end angle. IGaugeNick allows users to customize whow the nicks are displayed. This will allow for non linear scails. Alow users to customize rim and face colours.
