North Korean version of the 9.13 Fulcrum-C that Russia sold to North Korea in knock-down kits. Only three were completed.

Probably better off as a copy request for Aircraft 2017, with the R-73s swapped for R-60MKs. IIRC it's unclear whether the 9.13S kits they received included the Gardenya DECM system. I'd probably say no, then if you think yes you can use the Russian 9.13Ss in your scenario; otherwise if the DB says yes and you think no, you're out of luck.

Yefim Gordon's book does state that North Korea didn't get Fulcrum-Cs with the L203B. Wether or not Gordon is correct or not, It's possible that the Soviets/Russians didn't trust NK with the L203B Jammer.

Old Oryx Blog Post. States that North Korea's Fulcrum-Cs did have the L203 Jammer and that they tested it on several occasions.

I note here that "MiG-29S 9.13" is incorrect. It is either "MiG-29 9.13" as it was produced for Soviet AF from 1986 in large numbers or "MiG-29S 9.13S" of which only few were made in 1990/91. Both however are "Fulcrum C" and both got that internal jammer.

I think Oyrx probably meant the 9.13 variant, since the 9.13S was a more advanced version of the Fulcrum-C. Based of the typical Soviet doctrine of not exporting their most advanced weapons to client states, I would assume the S-13 was just a 9.13 not a 9.13S.

Oryx also did note the variant as "S-13 9.13", meaning its just a 9.13.

It seems to me that it is not probable for North Korean 9.13 to not have jammer as this is the main difference from 9.12 variant.

Due to how secretive North Korea is, there really is no way of knowing if Oryx's past statement about the jammers is accurate or not. However, like you said, the 9.13's main difference of having jammer will most likely meant the North Korean Fulcrum-Cs did have one.
