Correct Range/Altitude Max for Gamma-DE radar #3675

Summary of Changes

-increase search/track height to 120KM -increase maximum range to 400km (215nm) ~ similar to cheese board -currently max search altitude is set to ~30KM (103,000ft) -currently max range is set to 360km (195nm)

Manufacturer/Exporter site lists the export version specs max range of 400km (standard mode) with a 120km max height search range. Interestingly lists 500km max if requested with a simultaneous decrease in altitude (possible that domestic version has longer range than 400km if they offer it to foreign customers. reasonable to assume domestic version of Gamma-D has a 500km range and altitude of 120km, since if offered to export customer's as a special request. Iran's export variant which was upgraded has a 400km range for instance. Export versions typically have reduced range and altitudes
