Regarding missiles soviet export charts give this: 768 5V27U delivered in 1974-78 (note 5V27U is minor upgrade od 5V27, game wise same) 437 5V27D delivered in 1981-87 plus 12 training ones
Regarding radars I think that P-15/P-19 were standard with Yugoslav S-125 units just like with everybody else. I think that P-18 deployment was rather exception than rule and as such it can be done by modification of unit in scenario creation.
Finally yes S-125 can attack ground and surface targets as it has command guided missiles but currently in game it is represented as SARH so it doesn't have that ability in game. Usefulness of this capacity is theoretical anyway.

P-12, P15 and P-18 radars were used by Yugoslavia, not P-19. Besides the fact that we arent talking about yugoslavia, Serbia today uses P-18 radars for its S-125 batteries
Thanks for correction regarding P-19. Soviet export charts I have are limited (there are some radars listed like P-14 but there are not P-15/19) - anyway attached it is in djvu format.

I see that in database DB505 Serbia has one entry for SA-3 SAM unit with 5V27 and P-19 radar - entry 1617. Also Yugoslav entry 116 has P-19 radar. So if they don't have it these entries should get P-15 radar [Flat Face A]. Also separate radar entries for Yugoslavia 2570 and Serbia 2571 should be changed to P-15 radar.
SA-3c [S-125M] with 5V27D missiles then should be added as new entry. Where Yugoslav entry with starting year 1981 should keep P-15 radar while Serbian entry can have that P-18 radar as game simplification.

Summary of Changes
Serbian crews have used the S-125 Neva to attack a simulated surface vessel at 11km during the Sablja excercises in Bulgaria.
Serbian S-125 can also use 5V27D missiles as shown below. Also a request to remove the P-19 from the Serbian variant and add the P-18.
