Update: Satellite Early Warning Capabilities #5282

This is a further improvement upon the recent, largely sim-side additions inspired by the last ticket accompanying the satellites update. It would require both database and sim-side tweaks to best prepare the model for current and future capabilities and conflict scenarios.

[^gen]: Arbitrary classification that balances "recognized" (e. g. Russia claiming EKS is "5th Generation (Gen 4 herein, equivalent to US SBIR)", see [^EKS]) classification and current system in game. [^EKS]: CRT tech, poorly built. [^Huoyan]: Too little information as we know nothing but a name and its platform (TJS). [^1_boost]: Limited by look-down capability. See [^look_down]. [^look_down]: Early sensors cannot distinguish earth/cloud solar reflection and booster heat signature. Also largely prevented from detecting SLBM given their probable launch location/trajectory would not permit grazing-angle observation. [^SRM]: Early sensors cannot properly see solid rocket booster heat signature. [^MRBM_e]: Some limited capability. [^MRBM]: Demonstrated in Gulf War. [^SLBM]: Successful observation of SS-N-6 launch. [^GV_pre-glide]: Forward based assets could attempt an intercept before glide phase. [^BM_Terminal]: To enable some terminal cuing for e. g. a Moscow defense scenario. [^Boost_Phase_FC]: Space based boost phase interceptor concept.

[^SBIR_GV_glide]: SBIR-Hi are able to support HGV birth to death tracking. Still short of FC capable. [^AC]: SLOW WALKER/FAST WALKER Program. [^SAM/AAM]: SBIR-Hi (Gen 4) is AAM launch detection capable. Considering AAM has nominally less heat signature than SAM it's plausible to have that capability one generation prior. [^RAM]: Rocket, artillery, mortar. Rocket is modeled in game. [^IIR]: From IR event imaging (like explosion) to e. g. damage assessment.

Great work! You could also add the MEO US ones: https://spacenews.com/millennium-space-secures-386-million-contract-for-missile-defense-satellites/

However the post-boost capabilities seem wrong to me, do you have any evidence these systems can track cold targets?
