IIRC it was alleged as a detection of F-22A taking off from Kushan AFB, unknown if with or without radar reflectors.

The radar reflection characteristics of stealth fighters must have some difference with other aircraft, otherwise they would not specifically emphasize this point. If you use the existing TPY-4 template, it should achieve this effect in the UHF band. At least with the game's realistic radar detection simulation, this is possible.
Through my further research (including some Chinese sources), I think we have a clearer picture of JY-26 and complete the logical chain. https://info.51.ca/articles/720952
Wu Jianqi also confirmed at a report meeting at Anhui University that the advanced anti-stealth meter-wave radar deployed by China detected the US F-22 450 kilometers away in 2013 and mapped the latter's flight trajectory.
However, John Wise, a UK-based radar specialist, said the Lockheed 3DELRR is a "G-band (5.4GHz) radar and has nothing whatsoever in common with the JY-26, other than shape." If JY-26 has true anti-stealth aircraft detection and tracking capability, it would need to operate down the bottom end of the UHF band (250-350MHz, actually B/VHF Band in game), he said.
And B/VHF Band with 300MHz frequency is the most suitable for this radar:
