docs need to be republished #4

The current docs at https://pastedeploy.readthedocs.io/en/latest/ are out of date and we lack access to update them. We'd like to republish them elsewhere.

I think the best solution here would be to bring PasteDeploy under the pylons project and we'll give it a url in the docs.pylonsproject.org namespace

https://readthedocs.org/projects/pylons-pastedeploy/ is setup with access given to everyone who should need it and they are rendering at https://docs.pylonsproject.org/projects/pastedeploy/en/latest/. RTD has a pretty minimal config so far.

@stevepiercy is really good at dealing with the docs if we want to adopt the pylons sphinx theme and flesh that out. Thoughts?

I'm happy to contribute.

Both Sphinx themes support Ethical Ads, which generate revenue that is currently split between RTD and the PSF.

Using the Pylons theme would establish a brand and identity of the Pylons Project.

The Pylons theme is not responsive. Example: https://docs.pylonsproject.org/projects/docs-style-guide/. Some day, there will be responsive themes for pylons-sphinx-theme. It's been long in the planning, just never executed.

We'll want to update the README and setup.py to point to the new location for the docs.
