On error send a message to a discord channel with the exception

When an error happens anywhere in any code, a message should be sent to an admin channel so that issues can be seen quickly. This should include any errors in code called by the discord bot code. It should be possible to use the built in Discord.py client.on_error() https://discordpy.readthedocs.io/en/stable/api.html?highlight=error#discord.on_error

Acceptance Criteria

Every time there is an uncaught exception in any bot call, send that exception to an admin channel
The admin channel should be set in config.ini
