There is an operator error where "if percent>=30". According to this if the battery percentage is above 30% it shows the notification that "Battery is Low" so I removed it and correct it. And for most users, it shows an error like "Notification' has no attribute 'URGENCY_CRITICAL'" so I removed it. And now it is perfectly working.
Fixes #(issue_no)
-It shows notification even when the battery is above 30%.
