_bot_is_mod returns the wrong value #330

_bot_is_mod always returns False, so bot with the moderator role can't send more than 20 messages per 30 seconds instead of 100 messages per 30 seconds

Fixed in commit d2b1c56c34348a25f6a6497fd665472f4b2f0270
