This PR is to change from WindowDrawList to ForegroundDrawList allowing the circle to draw over plugin windows.

This might not be desired behavior so this is a separate PR

that's a nice idea tho ^^ I'll prbly make an option for it so user can choose which one they prefer between draw and foreground
