when nl-BE translation of a string can't be found, it should first look at nl-NL, and then off to the default translation.

currently when nl-BE can't be found, it reverts to nl.

when you enter the translation module in culture nl-BE, it should display nl-BE values in black and nl values greyed out (as placeholder)
