Minor changes to the decoder generator template:

moved adding the ajv-formats before compiling the schema to avoid unknown format warnings
exported the ajv object so the initialized schema can be used elsewhere

I'm also encountering these unknown format errors. Is there anything blocking this change from being reviewed/merged?

We already cloned the repository for ourselves, as the author is not providing any support at the moment
