Install velero to test backup and recovery

We simply follow: https://velero.io/docs/v1.12/contributions/minio/

Is Installed in amy tested and works. We can create backups on MinIO (MinIO API has to be running on root path ie. http://localhost:9000 not http://localhost:9000/minio-api) We can restore namespaces including PVs
