This PR is a big one. In order to make it easier for QInfer to receive contributions and support from industry and academic users alike, this PR would change the license from AGPLv3 to the three-clause BSD license. This would bring QInfer in line with QuTiP, QCoDeS, mpnum, not to mention Jupyter itself. I believe that this will be a healthy move for QInfer going forward.
