Changed license to three-clause BSD. #140

This PR is a big one. In order to make it easier for QInfer to receive contributions and support from industry and academic users alike, this PR would change the license from AGPLv3 to the three-clause BSD license. This would bring QInfer in line with QuTiP, QCoDeS, mpnum, not to mention Jupyter itself. I believe that this will be a healthy move for QInfer going forward.

Coverage remained the same at 74.182% when pulling 46c69c75fc480939704b50d4b11aa67daeb8bdbb on license-change into 41ddbad11fdd4b4cca9348072b4cbfb6cdd20cbd on master.
