complete development of coherent obis hardware module #33

The module requires one last test prior to a pull request being submitted.

Is some commands do not work it will be because of the model (OBIS LX or OBIS LS).

It should be written in the hardware module if we are using a OBIS LX or a OBIS LS.

@latchr to reorder functions to simple laser interface style. Temperature set point functions can be added, but we cannot use them.

@latchr I have realised that serial is not a package that is installed with the qudi environment. I think this should be added on the qudi development branch, and I will do this, but let me know if thus should not be the case.
