upgrade to credhub 1.9.1+ to fix growing audit table issue #129

This looks to be resolved in https://github.com/pivotal-cf/credhub-release/releases/tag/1.9.1 "Replaced the internal (DB-only) audit tables with external log files"

@ramonskie @rkoster this has been done in bosh-deployment master branch

our ci will pick the latest bosh-deployment by default..

our current issue is with the latest concourse release thats failing due to windows jobs that has been added
