Element required to identify Vote Declarations #5

During a certain point of the debate the Speaker of the assembly can say
that the "Declaration of vote" may begin and then each party/group is
allowed to make a statement about the items to be voted on. 

So, it could be something like question and speech, we first have an
identifying container for "voteDeclaration" that carries information about
what is the topic/object of the declaration and then there are
sub-containers for the party/MPvoteDeclaration (like speeches, but with
references to "groups" rather than to "persons" )

I am a bit afraid of going to that route. 

If it is a proper section of the document, then we can go with another 
DebateRecord subdivision (and we are 
starting already having too many of them, as I feared). 

Otherwise, just record the fact using an Event instance in the references 
section.

Please consider that the life of a parliament, Declaration of Votes are 
probably the
most important "container" for accountability of a democratic institution.

About your "fear" and the debate on elements/attributes etc. I really cannot 
say much.

Just wanted to point out that "Declaration of Votes" is a critical part of any
debate, is the reason debates are held to eventually have the different
parties/groups to declare their vote and so be kept accountable by the citizens.

Added a new Debaterecord element called DeclarationOfVote. 

Will be available in the next release.
