Bosses can promote/demote or fire any other grade

Reproduction

  1. As a boss grade
  2. Fire someone of the same rank grade or greater or promote/demote

Expected behavior

error message that you can only fire someone of lower grade, or that you can only promote someone to the grade just below yourself, or that you can only demote someone of lower grade than yourself

Actual behavior

Bosses can fire anyone and can demote/promote anyone
