Allow brokers expose EIP

Sometimes users want to use brokers through internet through EIPs.

There are two possible ways to achieve this:

• [ ] assign EIPs to all broker node: simple to implement with higher costs for users
• [ ] forward ports at VPC level: hard to implement with lower costs

btw, this needs some security mechanism to protect data.
