[ EPIC ] Ecosystem documentation #1711

We agreed there should be some content in the new "open-source" section for ecosystem maintainers.

- [ ] TBD: Move / duplicate some parts of [Create a transpiler plugin](https://docs.quantum.ibm.com/guides/create-transpiler-plugin) to the ecosystem section.

Some videos might also help. I found Writing plugins for flake8 particularly useful when I was creating a flake8 plugin; maybe we can do some in a similar format.

We're not allowed to embed YouTube videos, although we can link to them.

We can embed our own videos, but they are large files and increase the size of our Docker image and our PR preview static sites, so I'm hesitant to start doing a bunch of videos.
