Update the documentation about the AI-powered transpiler passes to include information the new pass for Pauli Networks synthesis #2258

We're going to launch a new version of the qiskit-ibm-transpiler library that will allow users to run a new AI-powered transpiler pass to synthesize Pauli Networks.

We need to document what is this new pass about and how to use it.
