The release file was old and needed fixing in a coupled of places.

macos-11 is gone, requiring going to macos-latest
actions/upload-artifact@v2 is deprecated and the docs say go to v4, but that breaks our build (https://github.com/actions/upload-artifact/issues/478) so here we use v3
The OSX target is now 12.0
