Update deprecated actions in workflows #2102

Summary

Similar to https://github.com/Qiskit/qiskit-ibm-runtime/pull/1439, following my recent PR #2101 I noticed several warnings in the CI for deprecated actions in the workflows so I opened a PR to update them.
