Issue template labels don't match actual labels #25

Information

What is the current behavior?

When opening an issue, such as a bug, the appropriate label should be added. This is because some of the labels in this repo are different from the ones in qiskit-ibmq-provider.

Steps to reproduce the problem

Open an issue of type "bug"

What is the expected behavior?

The new issue should have the "bug" label

Suggested solutions

Either change the templates to use the new labels or update the labels to match the templates
