Add deprecation note in docs/apidocs/ibmq-provider.rst to redirect people to the new provider #1155

https://github.com/Qiskit/qiskit/pull/1661 will add (deprecate) next to the Qiskit IBM Quantum Provider sidebar entry of the qiskit documentation site. To redirect people to the new provider, we should add information similar to https://github.com/Qiskit/qiskit-ibmq-provider#migration-guides to docs/apidocs/ibmq-provider.rst.
